We would like to use an example to explain this. Jose and his wife Jackie are applying. Jackie is employed full-time, while Jose is not employed and has no income from any additional sources. We can understand why you might be tempted to have Jose complete both the unemployed form and a zero income certification, but there really is no need. Jose is only required to complete the zero income certification. Now, you might be asking, why? Let's break it down. On the zero income certification, Jose will certify that he has no income from any sources, including unemployment. Therefore, by completing the zero income certification, Jose has already certified that he's unemployed. There's no need for that additional step of having him complete the unemployed form as well.
